In terms of the Namibian Diamond Act, 13 of 1999, Oranjemund is defined as a Restricted Area. Accordingly, certain requirements have to be met before one is allowed to enter the town or any other Namdeb mining licence area.

Restricted Area Permits
No person is allowed to enter the area around Oranjemund without a Restricted Area Permit. Applications for these permits must be lodged with one of the following offices:

For visits to Oranjemund Town area

Issuing the permits
Only persons residing in Oranjemund can apply for permits on behalf of their visitors. Visitors may not apply for permits themselves. Applications for first time visitors should be submitted at least thirty days before they intend to arrive in Oranjemund. Permits may only be issued once people wanting to visit the area have been granted security clearance. Clearance is required for persons aged 18 years or older. Should an individual wish to visit any Namdeb mining licence or production area beyond the confines of Oranjemund township, a Certificate of Good Conduct, issued by the national police force of the applicant’s home country, should be submitted with the application for an entry permit.

Conditions under which permits expire
In terms of the Diamond Regulations, a permit expires automatically if the holder is convicted of any crime under the Diamond or Minerals Acts, or is found guilty of any crime of dishonesty or any crime involving the unlawful dealing or possession of ivory or rhinoceros horn. The permit also expires at the same time as any Namibian work permit or temporary residence permit.
